any bank which is approved by RBI to deal with currency business will be available to provide foriegn exchane services, Currently,Almost all Private Banking firm provide these services

India’s exchange rate was fixed by the RBI against basket of currencies.

However, after 1999 the official rate was discontinued and exchange rate became market-determined exchange rate (MDER). Under MDER the forces of demand and supply of dollars in India determine the exchange rate.
